Teachers, staff members, parents, community members, and students may make referrals. Students may be identified 2-12, but formal services begin in third grade. When making referrals, please consider the Arkansas Department of Education definition: “Gifted and talented children and youth are those of high potential or ability whose learning characteristics and educational needs require qualitatively differentiated educational experiences and/or services.
